Tiered rejection that include specific comments are very reassuring--yes. The ones that ask for more work, but then reject everything you send (currently one review has done this to me four times) have worn my patience thin. Publication is so arbitrary, all one can do is keep sending things out and favor reviews that are quality and publish your work!
